After a few days of constuction, Ishii's plane is completed and ready to takeoff. Ishii says that she wanted to get out of the city and she does know that there is another city outside the world. Iishi manages to take off but the plane falls apart while in the air. Even though the take off failed, Ishii felt happy because she doesn't need to worry anymore. She is last seen parachuting out the the plane and drifting to the lowest levels of the city.
